===== Block Planning =====

Changes have been made to produce more consistency across planning functions which conduct block planning (ADP, ARP, CP):

__Planning__.  Planning previously could be conducted in blocks (ex. from 0 to 24, or from 1 to 25, or from 8 to 12).  Any time period spanning 24 hours (ex. 1 - 25) was intended to provide "continuous" coverage.  Unfortunately, the last Flight of the day would plan to depart their orbit at the end of that period (in this example, at the "25" hour point).  Since the new Flights from the next day couldn’t take off until that same time, this would //always// result in a gap in coverage.  A correction was made so the planning process would (a) permit a Flight to remain on orbit past the end of the 24-hour period, and (b) remember when the last Flight from yesterday was scheduled to depart orbit and plan Flights from today to resume orbit coverage at that point.
