Yes.  It can be identified by a difference in time between the RequestLanding and Land times in the Air_ATO_Exec_AME_Arrival instrument.  Flights will delay for landing based on the //takeoff delay// queue described [above-] (FAQ 12).  Only when the takeoff delay queue clears can Flights be cleared for landing.
