===== What is the alert CAS launch delay? =====

When alert CAS flights are instructed to scrambleToOrbit, there is no user-provided launch delay time.  The initial "draft" flight plan is calculated (during the "feasibility check") to determine the time to arrive at the orbit.  The flight plan is then modified to treat that as a TOT, and adjusts the "draft" takeoff time (earlier) to account for AR enroute to (or //at//, for low res CAS) the orbit.  At this point a launch delay should be applied, preferably based on user preferences.  Currently, however, this launch delay is hard-coded to 30 minutes, but is then amended by subtracting off the AR delay correction.  Thus, CAS alert flights will takeoff usually a few minutes short of a 30 minute delay.  No surprise, this was going to be addressed in high res CAS.  This design is not fully developed and needs reconsideration.
