Can JTCB missions engage target BSEs in a NoFireZone?

Actually, yes, in certain cases. The JTF JEF contains all known BSEs. For JTCB planning the complete JEF is passed to the air planner and then filtered to remove BSEs from the “Target List”. Targets to be filtered are identified in data in the Knowledge Base (see figures below). Modify these rules and more BSEs can be targeted. This example will not target Combat units when moving or in NoFireZones.

When creating a Flight for the ATO instruction just prior to launch, the AirUnitC2 confirms whether the target BSE is within a NFZ. If so, the failure will be reported as InvalidatedInstruction in the Air ATO Exec Order Cancel instrument.
