Launch Inventory is independent of apportionment, since it simply divides the total number of sorties across launch blocks. Allocation Inventory is dependent on apportionment to determine what proportion of sorties are dedicated to which missions. If a squadron is not 100% apportioned all of its potential sorties will show in Launch Inventory (since it can still divide its sorties into launch blocks), but only its apportioned sorties will show in Allocation Inventory (since the LP needs to know to which mission to allocate the unapportioned sorties).
