This happens only if you load Jas Dev VP first, Jas Packaging VP does not load.

fix jas dev vp config maps so that they load and package. then export them. DONE
packaged vp will not run as non-admin. dies trying to write to doit.log.
- doit.log path is in abt.ini under EtBaseTools as EvaluationLogName
- changed to to progData\jas\client and got access denied
- change it to temp and it worked
- what are the permissions on progData\jas\client?
- gave user jas full control over progData\jas\client and deleted existing doit.log and all is well.
